The Department of Health and Human Services wants to hear from you about regulations dealing with protection of human research subjects. HHS has proposed the first changes in years to the system known as The Common Rule, which covers practices such as informed consent and Institutional Review Boards (IRBs).
One proposed change would expand coverage of the Common Rule to all studies at an institution that receives funding from any of the federal agencies that have adopted the Common Rule (NIH, for one), regardless whether a particular study was funded by one of these agencies.
Some see a need for stricter regulations. Others believe too much regulation stifles research.
